NECA - IBEW Joint Safety Committee Meeting December 2010 Attendance: Chair - Boyd Sylvester, IBEW Safety Representatives - Alan Keser, Nancy Cary & Mike Fletcher, Contractor Safety Representatives - Ken Kato, Theresa Hollan, Gary Fadden, Mike Stiers, Danny Gibbs, NIETC Safety - Barry Moreland
The meeting was called to order at 12:00 PM and previous meeting minutes were approved as written.

Federal OSHA Crane Fact Sheets - Operator Rigger Signal Person
Previous Business
OSHA Regulatory Update - Federal & State - The committee discussed the latest changes to the new Crane Standard, specifically Signal Person duties and qualifications. The NIETC will begin teaching rigging / signal person classes in February that will meet the latest requirements.
OSHA Noise Exposure Controls, Interpretation of Feasible - The committee discussed OSHA's proposal to start requiring the use of engineering and administrative controls for protection from high noise levels in construction and general industry. Currently OSHA allows the use of PPE and a hearing conservation program when the use of engineering controls is too costly. Barry will survey safety representatives and gather information for NECA National to use in establishing a response to Federal OSHA during the open comment period.
New Business
OSHA 10 Training - The committee discussed the requirement for OSHA 10 certification for work at the Intel project and means to establish training records from NIETC.
Safety Committee CBA Language and Structure - Barry reviewed the CBA language pertaining to the function and structure of the Safety Committee. A new chair, contractor safety reps and IBEW safety reps will be identified at the January meeting. The committee voted to start meeting bi-monthly to allow for sub-committee efforts to take place on the off months. Barry will also begin meeting with the IBEW safety reps each month to identify safety concerns and projects for 2011. A master schedule will be sent out to all contractors to encourage participation with the committee's efforts.
Lessons Learned / Injury Reports / Open Forum
A report of an apprentice injury who cut their hand while drilling with a hole saw was given.
Gary reported that documenting model and make specific equipment training was both useful in the event of an accident or inspection as well as a good marketing angle with customers and general contractors.
Danny reported that he uses the Safety Manual Table of Contents as a tool box talk, once each quarter, to ensure his crews are familiar with the types of information contained in the manual.
